Deputy Commander Victor wants you to deliver the emergency supplies to North Hamlet, and drive Zygniv away from the village again.
Take the bundle of Emergency Supplies, then talk to Victor to enter the instance and give it to Chief Clode. Then exit the house and defeat Zygniv.
(Zygniv is an epic monster – a party of 2 or more is recommended.)
